Whistleblower Sandra Cam has named Sen. Leila De Lima’s trusted aide, former Justice Undersecretary Francisco “Toti” Baraan III, as her accomplice in looting prison food money and coddling convicted drug lords inside the New Bilibid Prison (NBP) in Muntinlupa City.

In an interview with DZMM’s Henry Omaga Diaz Saturday afternoon, Cam was asked who was de Lima’s high-profile partner in using the NBP as her milking cow during her time as Justice Secretary.

“Iyung Underscretary nya na wala na sa DOJ.I heard may sakit na sya. Good for him, its karma,” said Cam. Cam accused Baraan, who was in charge of the NBP, of filching P10 from the already minuscule P50 daily food allocation (breakfast, lunch and dinner) for each prisoner.

“Etong si Usec. Baraam, siya iyung bagman ng kung anong P10 na tinatangal per inmate. Kaya ang kinakain ng mga inmate parang pang-baboy na dahil sa kanilang katiwalian,” said Cam.

Cam also claimed that Baraan, with the consent of de Lima, also collected millions of pesos to facilitate the fast-tracking or dismissal of big cases.

Despite her denials, Cam said that de Lima could not claim knot knowing what was happening inside the NBP because she was directly in touch with Baraan in the prison affairs. Cam said de Lima was Baraan’s biggest defender in the DOJ despite all the anomalies sprouting up under his watch.

“The drug problem has proliferated inside the prison, you are DOJ Secretary for five and half years and you don’t know what’s happening? In 2014, she conducted an early morning raid dressed in cow girl attire. And she claims she didn’t know how a jacuzzi could’ve been carried inside the prison. Tell it to the Marines!,” said Cam.

“‘Wag nya gamitin pagka-abogada nya sa akin, di mo kayang i-psy war si Sandra,” she added.
