Philippine National Police (PNP) Director General Ronald “Bato” dela Rosa was hurt after one reporter asked him if the government did the bombing intentionally over the Davao blast to declare a martial law.

A reporter asked Bato this way, “Posible po bang ang gobyerno lang din ang may gawa gawa nito para makapag-declare ng martial law?” 

“Napakasakit naman na akusasyon niyan,” Dela Rosa responded in dismay.

“Mahal na mahal po ni presidente yung aming siyudad ng Davao. Di po niya kayang gawin yan. We have enough of heartaches already,” Dela Rosa added.

President Duterte the former longtime mayor of Davao City, and for a time had Dela Rosa serve under him as local police chief.
“Naka-ilang bomba napo yung Davao since I became a policeman. Naka-ilang bomba napo kami dyan. Ramdam po namin yung sakit na nararamdaman kapag ikaw ay na-bomba. Tapos I-aaccuse mo pa sa presidente na kagagawan ng gobyerno? That’s a very unfair appreciation,” the PNP chief told the reporter in a calm manner.

“At ako mismo mag-aaburido ulo ko kapag narinig ko yan. Sorry ha, sorry,” he added.

Following the improvised explosive device (IED) attack, Duterte declared "S
tate of Lawlessness" and to make it clear, explained that it is not a martial law.
