Cebu road rage suspect David Lim Jr surrendered to the police Tuesday, March 21, at around 2 am, less than 46 hours after Mayor Tommy Osmeña went to his house, along with Cebu police. According to PNP Region 7 Director Noli Taliño, the suspect was accompanied by his lawyer Jun Salatandre, two relatives and his mother, Bebong Lim.
In an interview with GMA 7 morning news program “Unang Balita,” Taliño said that David Lim used an unlicensed gun when he shot the victim Ephraim Montalbo Nuñal, a nurse. He said that the suspect claimed that he and the victim had a fist fight, and that the latter was with some men. This is why Lim decided to go back to his car, and got his gun.
As reported earlier, a video surfaced online showing a man having a verbal fight with another man at F. Sotto St., Barangay Kamputhaw, Cebu City, Sunday, at around 3am. A woman was seen with the suspect, and tried to pacify him. Shortly, the suspect fired several shots at the victim. He then escaped driving a Mercedes Benz with plate number UWI 731.
A few hours later, in a Facebook post, Cebu City Mayor Tommy Osmeña announced a P100,000 reward to anyone who can give information about the suspect. Later, he said that Nuñal positively identified the man who shot him as David Lim Jr., son of David Lim Sr. and a nephew of suspected drug lord, Cebuanao-based wealthy businessman, Peter Lim.
At around 10:30 pm the same day, Mayor Osmeña said he asked a judge issue an arrest warrant vs David Lim Jr, but the latter refused. He then said he ordered SWAT to conduct a raid on the suspect’s house. The mayor showed photos of him and the police inside the house. He was seen talking to David Lim Sr., and said that that the suspect was not there.
The woman in the video was identified as Tamae Takahashi, who finished Psychology and Law at the University of San Carlos (USC), and recently took the bar exams. She was later known to be David Lim Jr’s girlfriend. As of posting, Takahashi has not yet come out nor has surrendered to the police to give her side on the shooting incident.
